Appendix 1, Accommodation Scenario

PROCEDURES AND RULES OF ACCOMMODATION AT SFA CTU DORMITORIES FOR THE 2022/2023 ACADEMIC YEAR

This document lays down the procedure for obtaining accommodation and the conditions for assigning accommodation at dormitories managed by the Service Facilities Administration of the Czech Technical University in Prague (hereinafter referred to as “SFA CTU”)

  1. Accommodation at dormitories is assigned according to the following priorities:
    1. accommodation places are first assigned to CTU students and graduates and other students who already have accommodation at our dormitories and who make a reservation (see point III below) for the next year;
    2. accommodation places are subsequently assigned to CTU students who submit an accommodation application (see point IV below);
    3. if there remains free capacity following the assignment of places in accordance with the previous points, accommodation places are subsequently provided to students of other universities or education facilities or study programmes, and further in accordance with other SFA CTU regulations (in the event of free capacity, accommodation is also opened up to non-students looking for accommodation);
    4. an additional criterion in assigning accommodation places for the 2022/2023 year will be travel time, based on distance to the accommodation applicant’s permanent residence.

  1. Accommodation applicants can choose from the range of accommodation places available at dormitories managed by the SFA CTU in Prague:
    1. Strahov Dormitory, located in Prague 6 - Břevnov, this dormitory can be reached from the CTU campus in Dejvice in approx. 15 min. via public transport;
    2. Podolí Dormitory, located in Prague 4 - Podolí, can be reached from the CTU campus in Dejvice in approx. 30 min. via public transport;
    3. Masaryk Dormitory, located in Prague 6 - Dejvice, this dormitory is located directly on the CTU campus in Dejvice;
    4. Sinkule Dormitory, located in Prague 6 - Dejvice, this dormitory is located directly on the CTU campus in Dejvice;
    5. Dejvická Dormitory, located in Prague 6 - Dejvice, this dormitory is located directly on the CTU campus in Dejvice;
    6. Orlík Dormitory, located in Prague 6 - Dejvice, this dormitory can be reached from the CTU campus in Dejvice in approx. 10 min. on foot;
    7. Hlávka Dormitory, located in Prague 2 – New Town, this dormitory can be reached from the CTU campus in Dejvice in approx. 20 min. via public transport;

    1. accommodation at Bubeneč Dormitory, located in Prague 6 – Dejvice, can be reached from the CTU campus in Dejvice in approx. 10 min. on foot, will only be available during the course of the 2022/23 academic year due to renovation work.

  1. Reserving dormitory accommodation

CTU students and graduates and others accommodated who are already living in dormitories on the basis of an accommodation agreement, if interested in accommodation for the next academic year should make an accommodation RESERVATION; accommodation reservation will be primarily available to CTU students and graduates, and subsequently students of other public universities, other schools, education facilities and study programmes and subsequently in accordance with SFA CTU internal regulations. Anyone currently living in a dormitory on the basis of an accommodation agreement who will not be able (in ISKAM4) to make a reservation (e.g. non-students) should submit an application using the procedure in point IV if they would like accommodation for the next year.

    1. Accommodation is reserved via the ISKAM4 electronic information system in several rounds with a selection of accommodation place, with accommodated students first allowed to reserve their current accommodation place (“own bed”) if the accommodation is set as year-round or long-term accommodation (accommodation agreement to 4.9.2023 or to 31.8.2024). The next round allows accommodated students to reserve a different accommodation place (“free bed”) if the accommodation is set as year-round or long-term accommodation. The next round allows accommodated students to reserve their current place (“own bed”) if the accommodation is set to the end of the summer semester (accommodation agreement to 30.6.2023), and in the final round reservations can be made of a different accommodation place (“free bed”) if it is set to the end of the summer semester (for dates of rounds see Accommodation Schedule and ISKAM4);
    2. further information regarding accommodation reservation is available at the SFA CTU website (www.suz.cvut.cz/en/dlouhodobe-ubytovani/jak-si-prodlouzit-ubytovani);
    3. applicants can make accommodation reservations for the 2022/23 academic year in the period from 9.5.2022 to 20.6.2022 inclusive;
    4. CTU graduates should make a reservation with their dormitory’s economic manager (in order to accept your reservation, you need to supply a copy of your CTU diploma no older than 5 years, which you can send by e-mail);
    5. couples should reserve shared accommodation with their dormitory’s economic manager;
    6. an accommodated CTU student can apply for an extension to their accommodation agreement with their dormitory’s economic manager. For other students and accommodated persons, this extension is only possible within the current academic year (AY);
    7. If you have a justified reason for not being present at your dormitory during the accommodation reservation period (illness, placement abroad, etc.), students can apply for accommodation reservation by e-mail: ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline";
    8. SFA CTU assigns an accommodation place on the basis of a submitted reservation, with the candidate receiving a decision via ISKAM4, SMS text message or e-mail; the accommodation assignment is conditional upon the monetary deposit being paid by the accommodation applicant (applicants should have their monetary deposit already paid as an accommodated person), with payment of the monetary deposit checked by 26.7.2022 (in the event the monetary deposit is paid in ISKAM4, the monetary deposit must be credited to the account in ISKAM4 in full by this date); the monetary deposit is set at 3 500 CZK; payment can be made by crediting it to your ISKAM4 cash account to the above amount at least, or by payment see point V (f) below in this document; if reservation is not confirmed by payment of the monetary deposit to its full amount on time, the reservation will not be admissible;
    9. after payment of the monetary deposit, or increasing the amount in the ISKAM4 account by the sum corresponding to the monetary deposit this deposited/increased sum in the ISKAM4 account will remain where it is even during any subsequent temporary deregistration (departure) of the accommodated person from the dormitory (e.g. during the summer holiday period), i.e. this monetary deposit will remain on the deposit account in ISKAM4 from the moment accommodation reservation is confirmed until accommodation begins; should the accommodated person request the return of the monetary deposit, the monetary deposit shall be returned, but the accommodation place reservation shall be cancelled;
    10. if the accommodated person does not submit their reservation in time, they must submit a new accommodation application at the dormitory, see point IV;
    11. making a reservation does not constitute entitlement to accommodation. Entitlement to accommodation only occurs based on the decision of SFA CTU on accommodation assignment when the condition of submitting the monetary deposit is met.

  1. Application for dormitory accommodation

New dormitory accommodation applicants need to submit an APPLICATION if they want accommodation. SFA CTU always accommodates CTU student accommodation applications (if not excluded for reasons in our internal regulations, e.g. see m) below); for applicants who are students of other universities, education facilities or study programmes, or for non-student applicants, applications are evaluated in line with our priorities, see Art. I above, and in line with internal SFA CTU regulations and procedures, further information available at ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline".

    1. Applications for dormitory accommodation assignment are submitted via the ISKAM4 electronic information system;
    2. CTU students log in to ISKAM4 using their login details, which are identical to the details for logging in to https://usermap.cvut.cz/ or by using their study application number and password, which they set up when submitting their application on the CTU website; accommodation applicants who are not CTU students must register within ISKAM4 first before submitting the application (for procedure, see www.suz.cvut.cz/en/dlouhodobe-ubytovani/jak-ziskat-ubytovani);
    3. you can apply for accommodation at CTU dormitories any time during the year;
    4. when submitting an accommodation application, you need to pay a non-refundable fee of 300 CZK for processing the accommodation application. This fee is paid by increasing the balance of your main account in ISKAM4, or by making a payment, see point V f) in this document. The applicant will receive information on ways of paying the fee by e-mail after submitting the application;
    5. in their accommodation application, the applicant can specify their preferred dormitory and second preferred dormitory; when assigning accommodation placed in dormitories, the criteria according to point I d) of these conditions, amongst others, will be taken account of (for the option of eventual subsequent transfer between dormitories, see the General Terms of Accommodation document);
    6. the applicant can only submit one application. In the event of multiple applications, the applications of other accommodation applicants will be dealt with first;
    7. accommodation applications submitted from 3.1.2022 to 12.8.2022 will be dealt with altogether between 13.8.2022 and 16.8.2022; applicants will receive information on the result of their application after 16.8.2022 via ISKAM4, SMS text message or e-mail. Applications submitted after 12.8.2022 will be dealt with in order as submitted, generally within 7 working days;
    8. SFA CTU will decide on assigning an accommodation place on the basis of a submitted application. The applicant should then confirm their interest in the accommodation by paying a returnable monetary deposit; this monetary deposit is set at 3 500 CZK, or for students accommodated for a placement or exchange trip it is 5 500 CZK. The payment is made by adding at least the amount of the monetary deposit to the monetary account balance in ISKAM4, or through a payment, see point V f) below in this document (information on the deadline and method of paying the monetary deposit may be sent to the applicant alongside the decision on assigning an accommodation place). The deadline for paying the monetary deposit for applicants who submit their application by 12.8.2022 is set at 23.8.2022; applicants submitting their request later will receive information on the deadline for paying their monetary deposit by SMS text message or e-mail. For the terms and conditions of returning this monetary deposit, see point VI;
    9. If the applicant does not pay the monetary deposit (to its full amount before the deadline using one of the possible payment methods), their application will be cancelled. After an application is cancelled due to the assigned accommodation place not being confirmed because the monetary deposit is not paid by the applicant, the applicant can repeat their application in accordance with the procedure detailed above. Any repeated accommodation applications will be dealt with only after accommodation applications from all applicants to have submitted applications previously who are applying for accommodation for the first time have been dealt with;
    10. SFA CTU can grant accommodation applications under special arrangements from students for severe medical, social or other reasons; by the day they submit the accommodation applicant via ISKAM4, the student must submit proof of these reasons and inform us in writing by e-mailing ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline";
    11. accommodation applicants with special needs according to the classification at https://www.elsa.cvut.cz/student/kategorie-studentu/ should submit their application using the procedure in point IV a), and should also submit a written application by e-mail at ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline", in which they should specify their needs and prove their limitations with a recognised document, see https://www.elsa.cvut.cz/student/uznatelny-doklad/; each application submitted in this way will be dealt with individually by SFA CTU considering suitable free accommodation capacity;
    12. if a CTU representative and/or CTU student organisation (Student Union) representative  asks a specific person be accommodated, or for single accommodation for a specific person, SFA CTU may grant the request and accommodate the particular person by assigning single accommodation without an increase to the single accommodation price, where the person in this category must have submitted an accommodation request within ISKAM4 (or made a reservation, see point III), and this must also be requested at ubytovani [at] cvut [dot] cz ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"; the number of such applicants is limited to 60 accommodation places for all SFA CTU dormitories;
    13. dormitory accommodation applications submitted by applicants who have previously breached their accommodation agreement and were subsequently excluded from dormitory accommodation on this basis and/or are on the so-called blacklist, will be assessed on an individual basis and their application may be denied;
    14. accommodation applications with incorrect or incomplete data, and multiple applications (a number of applications from one person submitted at the same time) will be removed from our register;
    15. submitting an application does not constitute entitlement to accommodation. Entitlement to accommodation only occurs based on the decision of SFA CTU on accommodation assignment and payment of the monetary deposit.

  1. Arrival at dormitory accommodation

Your dormitory accommodation begins when you arrive at the accommodation, and this should take place at the accommodation office for the dormitory assigned to you on the basis of a SFA CTU decision on assigning an accommodation place, and following entitlement to accommodation. In the 2022/23 academic year, the standard period for arriving at dormitories is between 5.9.2022 and 16.9.2022 inclusive.

    1. Documents you need to submit when you arrive for dormitory accommodation:
  • Czech citizens should submit their national ID card or passport;
  • Persons who are not Czech citizens should submit either their passport or residence permit, and should also submit a personally filled in and signed registration document for the needs of the Czech Foreign Police (see www.suz.cvut.cz/en/documents);
  • 1 x passport-sized photo for setting up an accommodation ID card (known as “kolejenka”);
  • for persons under 18 years of age, a Declaration of Honour (sworn statement) of the legal guardian consenting to accommodation (the following form can be used for this: www.suz.cvut.cz/en/documents), and the legal guardian’s signature must be officially verified (by a notary, at a Czech POINT, etc.)
  • confirmation of university studies (no older than 14 calendar days), CTU students can demonstrate this through a record in ISKAM4; the confirmation of studies may be submitted later, see below in point b.;

    1. CTU students have their details automatically uploaded to ISKAM4: in this case, confirmation of studies is not submitted. If the data is not uploaded in ISKAM4 for any reason, the student should show a valid CTU ID card or a current issued confirmation of study (no older than 14 days). If the student (including at a different public university) does not show that they are currently studying when arriving for accommodation, they need to show confirmation of studies by no later than 26.9.2022, and from the date of arrival for accommodation they will be charged the dormitory fee (price for students); you can also send confirmation of studies by e-mail to the dormitory economic manager directly, in which case an e-confirmation with the school’s electronic signature or a scan of your original confirmation of studies is sufficient. If the accommodated person does not submit confirmation of studies by 26.9.2022, i.e. they do not submit it in person or by e-mail to their particular dormitory economic manager, they will be retroactively charged the full accommodation price (price for a non-student) from the date of arrival at the accommodation until the end of September, or they will be charged the sum representing the difference between the dormitory price and the full accommodation price for September, which the accommodated will be required to pay together with payment for their accommodation in the subsequent month. From 1.10.2022, the accommodated person shall pay the full accommodation price until they submit confirmation of studies;
    2. CTU graduates may remain accommodated at SFA CTU dormitories for a period of 5 years following completion of studies at a reduced price (full accommodation price -10%), and in this case they should submit a copy of their CTU diploma (this can also be sent by e-mail). A diploma copy should be submitted/e-mailed by no later than 26.9.2022: if the graduate does not submit a copy of their CTU diploma or e-mail it to their dormitory economic manager by 26.9.2022, they will be retroactively charged an accommodation price such that they should pay the full accommodation price without the 10% reduction from the date of arrival for accommodation until 30.9.2022. The accommodated person will be required to pay this extra charge with their payment for accommodation for the subsequent month. From 1.10.2022, the graduate shall pay the accommodation price (without the graduate reduction) until they submit a copy of their CTU diploma;
    3. upon arrival at their dormitory accommodation, the accommodated person signs an Accommodation Agreement with SFA CTU, with the General Terms of Accommodation as an appendix, and they also sign an Addendum to the Accommodation Agreement regarding insurance of property brought with them. The insurance premium is paid along with the first accommodation payment to the amount in the price list (240 CZK or 310 CZK per year according to the insured person’s selection, see the Pricelist of refunds, fees, lump sum payments, penalties and other services) and is valid for the entire academic year. The insurance premium is non-refundable (even if the accommodated person leaves the dormitory);
    4. upon arrival at the accommodation, the accommodated person receives information on the cost of accommodation for the month of September and the cost of other fees; the accommodated person is required to pay the dormitory fee/ full accommodation price/reduced price for graduates, insurance premium and other determined fees by 26.9.2022 at the latest using the method detailed in the following paragraph;
    5. payments of the dormitory price, full accommodation price, reduced accommodation price for graduates, other fees,  lump sum payments, insurance premiums and monetary deposits, etc., can be made by setting up direct debit payments from your cash account in ISKAM4, or by cashless transaction using the GoPay payment gateway, cashless transfer to SFA CTU’s bank account at Komerční banka, acc. no.: 27-4082130287/0100,  IBAN:CZ2001000000274082130287, SWIFT (BIC) KOMBCZPPXXX using the variabilní symbol (variable symbol) automatically generated in ISKAM4, or else by credit/debit card at one of SFA CTU’s cash desks (Strahov Dormitory – central reception, Masaryk Dormitory – reception, Podolí Dormitory – accommodation office);
    6. for all payments for the 2022/23 academic year see www.suz.cvut.cz/en/dlouhodobe-ubytovani/cenik  in the event that an accommodation applicant with an assigned place and thus entitled to accommodation is unable to arrive for accommodation at the standard time, they should inform us in writing of this fact by e-mailing ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline" and then arrive at a separate date agreed upon individually. In this case, accommodation will be considered to have begun on 16.9.2022, including the determined accommodation price. In the event that accommodation entitlement begins after the date standard accommodation arrival takes place, the date of accommodation arrival will be agreed upon individually by e-mail when application is made with the SFA CTU accommodation management division by e-mailing: ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline";
    7. students (only Czech citizens) with year-round accommodation and the same accommodation place as the previous year can sign an accommodation agreement and other documents necessary to arrive earlier than 5.9.2022 upon agreement with the economic manager of their particular dormitory: accommodation for the next year will begin on 5.9.2022 and in this case the accommodated person need not turn up for standard accommodation arrival at the dormitory;
    8. if the accommodated person is interested in “single accommodation”, i.e. taking a two-bed room to themselves, they should ask the economic manager of their dormitory from 17.10.2022, see the Accommodation Schedule. The request will be granted after all accommodation applications have been dealt with and considering the free capacity of two-bed rooms within CTU dormitories. In this case, the price for single use will be increased by 70%;
    9. in exceptional and justified cases, SFA CTU can decide to change an accommodation place before the accommodation applicant arrives for accommodation at the dormitory;
    10. the accommodated person’s rights and obligations are laid down in the General Terms of Accommodation, or else in the dormitory’s House Rules.

  1. Cancelling an application and reservation for an accommodation applicant, return of monetary deposit

  1. Accommodated persons should always submit an application to cancel a reservation or accommodation application in writing by e-mail at ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline";
  2. if the applicant has paid a monetary deposit, they do not arrive for accommodation and they inform us in writing of the cancellation of arrival at the dormitory before the results of dormitory accommodation assignment are made (inclusive), see Accommodation Schedule, the reservation will be cancelled, and they shall be entitled to the return of their monetary deposit to the full amount;
  3. if the accommodation applicant applies to cancel an accommodation application after the results of dormitory accommodation assignment are made and before the final day of standard arrival at dormitories (inclusive), their assigned dormitory accommodation will be cancelled, and they shall be entitled to the return of their monetary deposit after subtracting the cancellation fee detailed in the Pricelist of refunds, fees, lump sum payments, penalties and other services, see www.suz.cvut.cz/en/dlouhodobe-ubytovani/cenik;
  4. if the accommodated person who has been assigned dormitory accommodation on the basis of an application for dormitory accommodation has already paid the monetary deposit and applies in writing to cancel the assigned dormitory accommodation by the last day of standard arrivals (inclusive), their assigned dormitory accommodation will be cancelled, and they will be returned their monetary deposit after subtracting the cancellation fee, see www.suz.cvut.cz/en/dlouhodobe-ubytovani/cenik;
  5. if a student does not arrive at the standard time for arrival at their dormitory within giving their reasons in writing, their monetary deposit shall be forfeited in full to SFA CTU;
  6. if a student finds out about an assigned dormitory accommodation after standard arrival (by e-mail or SMS text message) and they have already paid the monetary deposit and they also cancel the accommodation in writing by the date of announced arrival inclusive, their monetary deposit shall be returned to them to the full amount;
  7. if a student terminates or suspends their studies or goes abroad for a study trip and applies for the cancellation of their reservation or accommodation application and submits confirmation of termination or suspension of studies or confirmation of study abroad, their monetary deposit shall be returned to them to the full amount; if they are a CTU student and information on the termination or suspension of studies is uploaded to ISKAM4, confirmation is not required;
  8. if a student is unable to arrive at the dormitory for exceptional reasons, they should always make a written request as such by e-mailing ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline" to cancel their reservation or accommodation application and have their monetary deposit returned. This request must include specific justification and proof. SFA CTU shall make decisions on awarding exceptions.
  9. a student who is going on a foreign study placement during the course of the academic year can reserve accommodation in their room for the date of their return (in the same academic year) from the foreign placement if they do so at the latest 14 calendar days prior to their departure. The student should reserve their dormitory accommodation in this case at ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline" and submit confirmation of foreign study placement; the student should confirm their accommodation reservation by leaving their monetary deposit with the accommodation provider;
  10. if a student on a placement has a confirmed accommodation reservation and they do not wish to stay in the dormitory, they can cancel the accommodation reservation in writing (by e-mail) by 30 calendar days prior to their planned arrival at the dormitory at the latest. In this case, their reservation will be cancelled and their monetary deposit will be returned to them to the full amount. If the student cancels the accommodation reservation in writing (by e-mail) less than 30 days prior to the planned dormitory arrival, their monetary deposit shall be returned to them with the cancellation fee to the level given in the Pricelist of refunds, fees, lump sum payments, penalties and other services subtracted from it, see https://suz.cvut.cz/cz/dlouhodobe-ubytovani/cenik. If the student on a placement does not arrive at the planned time to their dormitory without giving reasons in writing, the monetary deposit shall be forfeited to SFA CTU.

                                                       

  1. Accommodation for placements and exchange trips

    1. Students arriving on a placement or as part of a study exchange trip are divided into categories in regard to accommodation assignment: (i) CTU students, and (ii) students of other universities or schools/study programmes. There is a specific method set for logging into ISKAM4 for students on placements and exchange trips.
    2. applications for dormitory accommodation are submitted according to the method detailed in point IV. Applicants register for the Erasmus + waiting list, and other categories (summer/winter semester, etc.);
    3. Information for those wishing to apply for accommodation for placements and study exchange trips is available fromu ubytovani [at] cvut [dot] cz

  1. Accommodation during the exam period and during holidays

  1. During the course of the exam period and summer holidays, CTU students will be provided with accommodation for a period of 2 nights in order to take each exam;
  2. dormitory accommodation will be provided at the dormitory price (for students), students do not need to show proof of taking an exam;
  3. accommodation will be provided at the dormitory where the student has been accommodated in the current academic year, and if this is not possible for operational reasons, then SFA CTU will provide accommodation at a different dormitory;
  4. dormitory accommodation must be booked by e-mail at least 2 working days in advance with the economic manager of the relevant dormitory; for e-mail contact details to each dormitory see www.suz.cvut.cz/en/dormitories;
  5. if a student wants to stay at their dormitory during the summer holidays, a period of accommodation of less than 30 days is possible; the minimum length of student accommodation during the holiday period is 10 consecutive calendar days; accommodation of fewer than 30 days can only provided as single-use accommodation or with roommates for a similar period of accommodation, unless individually agreed otherwise; in this case, accommodation is agreed upon with the dormitory economic manager, or by e-mailing ubytovani [at] cvut [dot] czubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"ubytovani [at] cvut [dot] cz ()style="color:#0563c1; text-decoration:underline"

  1. Basic information on dormitory price/fully accommodation price and length of accommodation agreements

    1. For all information regarding prices of accommodation, including the groups of people which different prices apply to, see: www.suz.cvut.cz/en/dlouhodobe-ubytovani/cenik.

    1. For the 2022/23 academic year, the standard length of accommodation, i.e. period of validity of accommodation agreements is set thus:
  • accommodation to the end of the exam period in the summer semester – 5.9.2022 - 30.6.2023;
  • year-round accommodation, i.e. to the end of the summer holidays – 5.9.2022 - 4.9.2023
  • long-term accommodation for a fixed period – 5.9.2022 - 31.8.2024.

  1. Other information

    1. For other documents, such as the General Terms of Accommodation, House Rules, etc., see www.suz.cvut.cz/en/documents;
